Each state of the federation sends a nominee by its governor to the presidency a name of carefully selected candidates for consideration. The president forwards the names of such candidate to the senate for screening and confirmation. The process of screening in the senate is rigorous one that sees each ministerial nominee undergoing a tough session of questions and answers.

Only the senate is vested with the power to carry out the ministerial screening processes.  If a nominee is successfully screened in the senate, he or she immediately assumes duty as a substantive minister of the federal republic of Nigeria. The basic role of a minister is to oversee the operations and functionality of its various ministries. The minister is deputized by the various permanent secretaries of each ministry.
