President Goodluck Jonathan
recently made some changes to his cabinet.The former minister of power Prof.
Bath Nnaji willfully resigned paving the way for the president to nominate a
former vice chancellor of one of the Nigerian University Prof. Chinedu Nebo to
take over as a minister of the most dreaded power sector. Highlight
below are the list of the current ministers updated as at 6/1/2013. The process
of nominating ministers in a large country like Nigeria in a rigorous one.
The Nigerian ministerial nominees are normally divided into
two, the federal and the ministers for state. The federal minister basically
takes care of proceedings in the various ministries while the ministers for
states act complementarily to the federal minister.
Each state of the federation sends a nominee by its governor
to the presidency a name of carefully selected candidates for consideration. The
president forwards the names of such candidate to the senate for screening and confirmation.
The process of screening in the senate is rigorous one that sees each
ministerial nominee undergoing a tough session of questions and answers.
Only the senate is vested with the power to carry out the
ministerial screening processes. If a
nominee is successfully screened in the senate, he or she immediately assumes
duty as a substantive minister of the federal republic of Nigeria. The basic
role of a minister is to oversee the operations and functionality of its various
ministries. The minister is deputized by the various permanent secretaries of
each ministry.
In assuming the office, all the ministers are usually
required by the constitution to sign the ministerial code of conduct form. This
is done to make sure that while rendering their services to their father’s
land, they uphold fairness, transparency, accountability and justice in all
their dealing while in office.
The minister is conferred with the power from the
constitution as either a federal or state minister to be in charge of any
matter arising or related to their various ministries. For example; the Nigerian minister of
agriculture is saddled with the responsibilities of making sure best
agricultural practices and policies are adhered to in the country. A good
example of such policy may include making sure farmers in the rural areas receive
subsidized rate of fertilizer supplies.
In the absence of any minister, the permanent secretary of
the ministry in view assumes temporarily the duties of such minister. For a
